I observed the see-sawing when I set all-core to 3900MHz explicitly the second time around, after I observed the temps go flat at 3900MHz due to whatever bug the first time. On top of it, the tools available are imperfect: Dragon Center flat out sucks, SpeedFan somehow no longer works with any modern mobo (why?), and there's no obvious way to do it better.
